EU member states would then adopt uniform entry requirements that would give fully vaccinated tourists from low-risk countries such as the UK unrestricted entry to France, Spain, Italy and other popular holiday spots.
Member states would also be recommended to prepare digital portals that will enable Britons to use the NHS app as a vaccine passport. Those without vaccinations would have to present a negative Covid test or evidence of immunity.
